We commissioned specialist researchers Horizons Research to explore the different ways that policy is made in Scotland and to develop a ‘systems map’ to identify where policy coherence on gender equality is being pursued, or indeed, where is not being pursued. The challenge

To support the Advisory Council in understanding the various ways in which policy is developed in Scotland, identifying key ways in which policy coherence around gender could be improved to bring about more consideration of issues around gender inequality in policy development and implementation.

The Result

We undertook semi-structured interviews with key policymakers, a systems mapping exercise visually representing the main ‘touchpoints’ in the Scottish policy landscape, and an analysis of relevant academic literature. We then produced a report informing the Advisory Council’s 2019 Report and Recommendations, which were fully accepted by the Scottish Government.
