The team at Horizons has been immensely helpful in supporting the ADP’s work across a number of areas over the past two years. The Learning Partnership process helped us to better understand both our strengths and areas where there is the potential for improvement, and its findings are now playing an important role in informing the approach of the ADP moving forward.

South Ayrshire Alcohol and Drug Partnership

The challenge

To undertake a Learning Review through Action Inquiry / Action Research with South Ayrshire ADP, examining its process and impacts and exploring potential improvements at a pivotal time in the alcohol and drugs policy landscape in Scotland.

The Result

A two-year Learning Partnership which included service design activities with those with lived / living experience, interviews, and desk-based research into the local and national evidence bases.

The Learning Review included a three-stage evaluation programme; Tests of Change and scoping, research and feasibility studies around Whole Family Approaches, the development of alcohol and drug services for children and young people, residential rehabilitation models and one-stop-shop service models; and the evaluation of an assertive outreach pilot.

The results of the Learning Review are currently being embedded across the Partnership of 100 organisations, encouraging system transformation, and have led to the ADP adopting a new Commissioning Plan and Performance Management Plan.
